Sounds like a in-grown hair that has gotten infected. You don’t have to be sexually active to get them. Pubic hair is naturally curly so it is a common problem. And yes, I’ve had them. And I’m betting that the spot it is located is also where your panty legging (elastic band) rubs against the skin. This is most likely contributed to your problem I do suggest you wear looser fitting panties to reduce the skin irritation.
