A lot of image editors can do this. I use Photoshop which can do this easily but it’s hardly worth paying hundreds of dollars to do this. GIMP – http://www.gimp.org/ – is probably the nearest free solution you can get, but there are plenty of image editors that can do a good job – http://graphicssoft.about.com/od/pixelbasedwin/tp/freephotoedw.htm
Basicaly all you need to do is copy a good part of your skin tone over the bad part. GIMP has a tool called resynthesizer that can do this easily. The newest version of Photoshop has a tool called Content Aware Fill, but almost any image editor can do this if you’re careful.
